Create the first normal owner

This owner manages accounts, security, backups, and all operational features.

Protected recovery account

An installation-specific permanent recovery owner has already been created. After creating the normal Owner, retrieve it in Cloud Shell with bash 04_STATUS_AND_ADMIN_COMMANDS.sh recovery-credentials. Print it, keep it in controlled physical storage, and do not use that account for daily work.

Retrieve it from Google Cloud Shell with bash 04_STATUS_AND_ADMIN_COMMANDS.sh setup-credentials.
At least 12 characters; a longer passphrase is recommended.
Operational data and account credentials are stored in separate databases.
